The Mitchell Gallery of Flight, located in the main Milwaukee airport, charges no admission fee. It is full of exhibitions relating to the history of aviation, and you can see life-like models of historical military and commercial planes.
If you are looking for an interesting historical attraction, you cannot beat the Milwaukee County Historical Society. As well as a fascinating range of exhibits, the society's research library has nearly 1 million pictures in their collection. This is easily the best free attraction in Milwaukee.
I would check out the Milwaukee County Courthouse and the National Soldiers' Home. Both places are historical landmarks that you can visit and explore for free while you're in Milwaukee.
Perhaps the best free historical attraction in Milwaukee is the St. Joan of Arc Chapel at Marquette University. It is one of the only medieval structures on the continent that is still being used for its original purpose.
